Damen halts delivery of newbuilds to Russia. The Netherlands’ largest shipbuilder is suing the Dutch government for losses inflicted on its business by sanctions against Russia, a rare instance of a European company taking its grievances to court over the corporate fallout from the invasion of Ukraine. “Before the sanctions, Damen had signed contracts with Russian ship buyers, and after the invasion of Ukraine the Dutch government decided that such contracts may not be honored by the Dutch business community.” Through intermediaries in Turkey and Hong Kong, Russia reportedly bypassed the sanctions to source parts for Damen’s crab-fishing vessels. Import data suggests that at least some of these components originated from Damen or were sourced through its supply chain. The Dutch Attorney General's Office will prosecute the Dutch shipbuilding company Damen Shipyards, among the charges is violation of sanctions against Russia. Since the onset of Russia’s full-scale invasion of Ukraine, the turnover of the company's Russian branch has doubled, while its net profit has increased sixfold.

In November 2023, the so-called Prime Minister of the “DPR” Yevgeny Solntsev announced that the Karansky quarry had signed cooperation agreements with two Chinese companies. “Karansky quarry LLC has signed cooperation agreements with two Chinese enterprises – the factory for the production of rock crushing equipment Amma Сonstruction Machinery Co. Ltd and the factory for the production of crushing and sorting equipment Zhongxin Heavy Industry Machinery Co., Ltd,” Solntsev wrote on his Telegram channel. Apram Aerospace of the Czech Republic supplied parts for AI Fly aircraft to other Russian companies both before and during the full-scale war.
The Dubai company ATS Heavy Equipment & Machinery sold the most parts to Russia. More than 700 deliveries worth more than $40 million were made in just one year. The largest number of spare parts for Boeing and Airbus aircraft went to the Aeroflot group, which, in addition to Aeroflot itself, includes the companies "Russia" and "Pobyeda".
According to customs data for 2024, coordinate measuring machines and parts for them manufactured by more than 70 companies were imported to Russia. The goods came mainly from China, however, even if the equipment was assembled there, we are talking about production facilities and technologies belonging to large Western corporations, the list of which is small. Half of all coordinate measuring machine exports to Russia are provided by four Western corporations: Swedish Hexagon, German Wenzel, American Automated Precision and British Renishaw.
The Kazakh company BGM Production LLC imported at least 10 Hyundai Wia computerized metalworking centers from South Korea with a total value of over $5 million. The machines were delivered to Kazakhstan through a customs checkpoint on the border with China.
The Spanish company Celme Sl delivered a machine for the production of rubber soles worth 400,000 dollars to the Kirovsk artificial leather plant "Iskozh".

Turkiye-based companies providing material support and supporting russian sanctions evasion: DENKAR SHIP CONSTRUCTION INCORPORATED COMPANY is a Turkiye-based ship repair company that has materially assisted JSC NORTHERN SHIPPING COMPANY by providing ship repair services to three of its blocked vessels: INZHENER TRUBIN, INZHENER VESHNYAKOV, and KAPTAN KOKOVIN.
The main suppliers of Boeing parts for the Protector, according to Customs, were three companies from the UAE - Trade One Middle East, Desert Sun Supply and Griffon.
In August 2023, KR-Prom received two batches of CNC metalworking lathes worth $820.2 thousand. This time, the sender was not the Czech manufacturer CZ Tech Celakovice AS itself, but the Egyptian company Egyptian German For Engineering Works from Cairo, which sent the machines with a total weight of 12 tons to the port of Novorossiysk.
Kyrgyz and Kazakh companies have exported sanctioned dual-use technology to Russian suppliers of the Kremlin's war machine amid Western efforts to stymie such transfers through the Central Asian nations, an investigation by RFE/RL has found.
Since the beginning of 2023, the Turkish company Enütek Makina has exported to Russia equipment worth more than 7 million euros, mainly intended for enterprises of the "Promtech" group. Some of these supplies may have violated European and US sanctions against Russia and benefited the Russian armed forces.
In December 2022, KR Group imported an automatic degreasing line designed for industrial processing of steel parts, worth $ 496.6 thousand. The sender was the manufacturer itself, Esa Plating En SRO, the delivery was carried out directly from Prague to Yekaterinburg.
A total of seven deliveries have been made to Russia by Fein GmbH of Schwäbisch Gmünd, and the Russian website, including service and shop, is still active. German drill manufacturer Gühring KG announced withdrawal from Russia, but supplies of its production continued. The US imposed sanctions on three companies that were the subject of The Insider's investigations: OOO Instrumentalnaya Kompaniya Gut — formerly OOO Gühring, a wholly owned subsidiary of the German company Gühring KG, which produces high-precision drills and metal cutters. It announced its withdrawal from the Russian market after the start of the war, but, according to The Insider's investigation, continued to supply its products for the needs of the Russian military-industrial complex.
Haas Automation accused of violating sanctions, doing business with Russian arms industry.
Hangzhou Fuyang Koto Machinery Co., Ltd (Koto Machinery), a China-based company, used its business infrastructure to facilitate the sale and shipment of aerospace components, including light aircraft engines applicable for Iran’s Shahed series UAVs, to HESA in Iran. To obscure its activity, Koto Machinery used Hong Kong-based front company, Raven International Trade Limited (Raven), to facilitate transactions worth millions of dollars for aerospace components.

In advertisements placed in Russia in 2024, MITT (one of the companies that Ukrainian intelligence says was involved in Oreshnik, and is a leading institution in the development of Russian solid-fuel ballistic missiles) states “we adhere to FANUC, SIEMENS, HAIDENHEIN systems.” The ad asks for “knowledge of CNC systems — Fanuc, Siemens, Haidenhain [sic].”

Kolomensky Zavod orders screw springs from Heinrich Eibach GmbH in Germany, safety valves are supplied by HOERBIGER Wien GmbH from Austria, and D49-type engines from Poland’s Piston Ring Manufacturer Prima.
Analysis by the Financial Times has established that Heller Tools, a Dinklage-based group founded in the 19th century, sold a total of $1.2mn of drills and other tools to companies linked to the so-called Serniya smuggling operation. Heller's Nürtingen-based vehicles were found on video footage of several Russian companies that also work for the Russian military, including Parsek and Kamaz. Both companies are involved in Russian military production. When asked, the Heller company replied that it complies with all sanctions regulations and could not explain how the machines were supplied to Russia last year.

Jacbac Technology Dis Ticaret Limited Sirketi (Jacbac Technology) is a manufacturer and exporter of technological products that has made dozens of shipments of equipment to Russia since August 2022. Jacbac Technology has made shipments to Russia of instruments for metalworking and metal turning machine tools.
Still operating in Russia, providing online sales, and cooperating with dealers
Turning machines for NPK KBM were supplied by LLC "KEB-Rus." This company is a partner of the German company KEB, an authorized supplier of components, and a developer of control systems for technological processes and equipment based on them. Even during the war, "KEB-Rus" imports items such as cables from Germany.
The data from Russia is available to the ZET shows that tools and machine parts from German manufacturer Kemmler Präzisionswerkzeuge GmbH end up with the Russian armaments industry.
KLC group SIA, registered in Jurmala and founded by Latvian Roberts Kalve, exported Western-made industrial automation worth $1.3 million to Russia in 2024, despite EU sanctions. As The Insider found out, the equipment, including components from Siemens, Schneider Electric, Rockwell Automation, Intel and others, was delivered to suppliers of enterprises that carried out Russian state defense orders.
In Russia, the company operates through Labara-Rus LLC, 88% of whose capital belongs to the Czech company Labara. After February 24, 2022, Labara-Rus imported 324 batches of industrial products for a total of $5.358 million, including Kovosvit machines worth $210.8 thousand.

The equipment produced by the company entered the base of the Ministry of Defense of Ukraine as being used by Russia for the production of weapons. When asked for clarification, the company refused to provide refuting information.
The French company Marchante supplied the Russian arms company Kurganpribor with various technical products during the war (including fuses for Grad and Smerch MLRS systems). Marchante was not deterred by the fact that Kurganpribor was an official partner of the Kalashnikov Corporation, and that the owner of the Russian company was Sergey Muratov, a senator in the Federation Council Russia’s upper house of parliament. Kurganpribor was blacklisted by the EU only in December – Muratov, however, has been under personal sanctions since last March. This did not interrupt his business relationship with Marchante.
The St. Petersburg-based JSC Lomo manufactures optical systems for the Russian Navy, Space Forces and Ground Forces, such as the Mowgli-2 (“Maugli-2”) night vision goggles and the Mowgli-2M thermal imaging sight for man-portable air defense systems (MANPADS). Lomo’s European supplier is the Estonian Marker Nordic Ou. The Tallinn-based firm has supplied the Russian defense contractor with fiber optic harnesses, industrial adhesives, and other goods.
In 2023, Chinese companies supplied Russia with engines for radio-controlled aircraft manufactured by Mile Hao Xiang Technology for $1.1 million. Mile Hao Xiang Technology engines were found in the Gerber and Parody drones. These drones are used by the Russian army as dummy targets to defeat Ukrainian air defenses. Since June 2024, the Chinese Mile Hao Xiang Technology has been under US sanctions for supplying components to Russia.

The United Kingdom has imposed sanctions on companies from six countries for exporting equipment to Russia. Uzbek company MVIZION acted as an intermediary in importing parts to Russia.
The company supplies CNC machines that European companies are not allowed to supply. These machines can be used for the weapons industry.
Machinery from New York-based company NSH USA Corporation used to build Russian weapons used in war on Ukraine. NSH USA's president told that NSH Group halted all trade with Russia after the invasion last year. But NSH signaled its intention to continue supplying Russia with its products in its annual report, published almost half-a-year after Russia's full-scale invasion had commenced, believing any contracts signed before the Russian offensive started were above board. The H in NSH, a subsidiary called Hegenscheidt-MFD, made no fewer than 40 shipments to Russia worth $17 million between May of 2022 and March of this year. "NewsHour" reached out to the U.S. Department of Commerce to check if NSH had applied for American export licenses for the machines we traced to Russian defense firms.But the agency said it couldn't comment on company-specific licensing requests.
The main supplier of equipment for Arctic LNG 2 in 2023 was the Italian Nuovo Pignone SRL (BH), which produces equipment for the energy industry. It sent products worth 41 million euros to the Russian Federation.
The equipment produced by the company entered the base of the Ministry of Defense of Ukraine as being used by Russia for the production of weapons. Even though ONA ELECTROEROSION (Spain) similarly stated the equipment added to the database had never been delivered to Russia, it provided very detailed information from its sales records about all deliveries to Russia to date. The company also reported that as part of an export control assessment it always verifies “that the end user is not on any sanctions or embargo lists, and...require[s] a written statement from the end user as to the specific purpose for which...[the] equipment will be used and that it will be for civilian use only.”
The leader among French suppliers is Optaperiph; it supplied 6 million euros worth of thermal insulation products, valves and other equipment to Russia.

Supplied electric motors and other products to Russia during the period August 2022 - July 2023. These products are of significant importance for the railway engineering industry of the Russian economy, in particular they are used in the production of electric trains of the EP2D model. These trains are produced by the Demikhovsky Machine-Building Plant, part of Transmashholding CJSC. Transmashholding is subject to U.S. SDN sanctions and Ukrainian sanctions.
In the customs databases it is indeed indicated that Lithuanian Right Direction Aero sold AI Fly goods on behalf of Kargoline. Apparently, according to the documents, the spare parts were going to Kyrgyzstan, but in fact they ended up in Russia. Pavlo Chalapov is the director and owner of Right Direction Aero. He wrote that he did not sell anything to the Russian AI Fly. Chalapov said he sold parts to Kyrgyzstan and had personal guarantees from Kargoline owner and CEO Azamat Alkadyrov that the parts could not be re-exported to Russia: "As I see it, Kargoline kept us in the dark, lied to us and, obviously, forged documents." He added that from now on the company will not work with Kyrgyzstan either.

Oree Laser was one of dozens of Chinese companies sanctioned by the US Treasury Department last month in an effort to limit "Russia's ability to benefit from access to foreign technology, equipment, software and IT services." The Ministry of Finance said that Oree Laser was sending metalworking and other related equipment to Russia, and sanctioned it in the category of "suppliers from the PRC for the Russian military-industrial base."
Given Shenyang Machine Tools Company's recent exports to Russia of goods with Harmonized Shipping (HS) codes contained in the Bureau of Industry and Security's (BIS) Common High Priority List (CHPL), this company should be considered for sanctions for illicit sales to North Korea and Russia .

VA Tech Wabag said it secured an Engineering and Procurement order worth about €18 million (about Rs 149 crore) from DL E&C CO LTD, Korea, for a water treatment package for the EuroChem Methanol Production facility in Kingisepp, Russia
According to the Russian Customs, in 2021 the leadership belonged to the Swedish company Vaderstad, which accounted for 34% of Russian imports. After the Russian invasion of Ukraine, Vaderstad ceased sales, and its share was divided by competitors.
Biberach-based engineering company Vollmer currently has an active Russian website with service and maintenance contacts. According to customs documents, four large Vollmer machines, each weighing several tons, were imported into Russia last year. The company did not respond to questions about its Russian business, despite repeated requests.
Tübingen-based Walter Maschinenbau is listed with eleven shipments on Russian customs lists in 2023. According to SWR research, these deliveries may still be happening today. A brand new 2024 industrial machine from Walter is now for sale at a Russian wholesaler.
