Ellis Enterprises BV, based in Dordrecht, diversified the products to its Azerbaijani subsidiary, which then secretly sold them to Russian distributors. The Dutch company Ellis Enterprises BV unfortunately illegally exports petroleum products to Russia. The volume of supplies, which are believed to have been made thousands of times, is estimated at tens of millions of euros. Exported goods, including textiles and motor oil, are on the European sanctions list, making it illegal to sell them to Russia. Exports were identified using additional data and transport documents from the ImportGenius database, which collects trade records from around the world. Ellis Enterprises is the European subsidiary of Valvoline, an international manufacturer of oils and lubricants. The Valvoline company has strictly blocked doing business in Russia, declaring that it does not export or supply products there. Once it was presented with export documents that indicated Russia as the final destination, the company transferred responsibility to an intermediary, Valvoline AZ, a subsidiary based in Baku, Azerbaijan, which is not a member The EU will not take part in the same sanctions regime. However, legal experts do not regard it as a weak defense.
