HPCL-Mittal Energy Limited (HMEL) is an Indian integrated refining and petrochemical company, with operations spanning crude oil refining and petrochemical manufacturing. It is a public-private partnership between fortune 500 company, Hindustan Petroleum Corporation Limited (HPCL) and Mittal Energy Investments Pte Limited (MEIL), a part of the Lakshmi N. Mittal Group. HPCL-Mittal Energy Limited (HMEL) was formed in 2007 through a prestigious joint venture between Fortune 500 company Hindustan Petroleum Corporation Limited and Mittal Energy Investments Pte. Ltd.
HPCL-Mittal Energy Ltd (HMEL), a joint venture with Hindustan Petroleum, has received at least four consignments of Russian crude oil between July and September 2025. These consignments arrived at the Guru Gobind Singh Refinery in Bathinda, Punjab.
