Keysight Technologies was fined for selling sensitive US defense technology to Russia and China. In the guidelines “Technologies and methods for generating signals for electronic warfare systems” in Russian, Keysight points out a number of advantages of its generators: high switching speed between frequencies, wide dynamic range, and minimal noise level.
