The reason is the tightening of bank requirements for documents confirming the right to live in Europe, and difficulties in obtaining a residence permit or long-term visas. Co-owner of Revolut, Mykola Storonsky is the son of the director of Gazprom Promgaz OAO, a division of the Russian gas giant. Because of this, Revolut was unable to obtain a banking license in the UK for a long time. The process began in 2022 and was only granted by regulators in 2024. Revolut also has a banking license for the European Economic Area (EEA) and is supervised by the European Central Bank (ECB) and the Bank of Lithuania.
