Production facilities in Kaluga. The Stellantis concern in February 2024 announced that at the end of 2023 it was no longer related to both the joint venture in China with Dongfeng and the plant in Kaluga, control over which it considered lost. Stellantis officially suspended exports to and imports from Russia in March 2022. In its 2023 Annual Report, the company stated that, as of 31 December 2023, it had lost control over its Russian entities, deconsolidated them, and recognized a €144 million loss. At the same time, in 2024, Russia’s Automotive Technologies began assembling Citroën C5 Aircross vehicles at the former Stellantis plant in Kaluga using kits imported from China from Dongfeng Motor Group. DPCA, the Chinese Dongfeng Peugeot Citroën joint venture, is listed in Dongfeng’s 2023 annual reporting as a joint venture in which Dongfeng holds 50%, while Stellantis’ 2024 reporting continues to mention DPCA as the local manufacturing channel for Dongfeng Peugeot and Dongfeng Citroën vehicles in China. Dongfeng also remained a minority shareholder in Stellantis, holding around 1.6% after Stellantis’ 2023 share buyback from Dongfeng.

The Company Statement
February 15, 2024

All exportation of cars to Russia and importation from Russia are suspended. The car plant in Kaluga, which had been shut down since April 2022, resumed production of French Stellantis cars: the Automotive Technologies company with little-known owners launched the assembly of the Citroen C5 Aircross. According to customs data, vehicle kits for assembly come from China from the Dongfeng Peugeot-Citroen Automobile plant. The Stellantis concern in February announced that at the end of 2023 it was no longer related to both the joint venture in China with Dongfeng and the plant in Kaluga, control over which it considered lost. The Automotive Technologies company announced the start of sales of crossovers under the Citroen C5 Aircross brand, assembled at the PSMA Rus plant in Kaluga. Production began in March without permission from the European company Stellantis, which owns the rights to the brand. She left Russia after the start of the war in Ukraine.
