A Russian state explosives manufacturer circumvented Western sanctions by acquiring Siemens equipment through an intermediary that imports technology from China. Customs data and procurement documents show that the Biysk Oleum Plant (BOZ) signed a contract with Russian company Techpribor in October 2022 to supply equipment for production automation. Shortly before the delivery deadline, Techpribor received the required machinery from Chinese-based Huizhou Funn Tek, located in Guangdong province. A comparison of product codes revealed that the Siemens power controllers shipped from China were identical to those ordered by BOZ.
