Kulevi Oil Terminal is a marine oil transshipment terminal in Georgia, owned by the State Oil Company of the Republic of Azerbaijan (SOCAR) and operated by its subsidiary Black Sea Terminal LLC. It is adjacent to the Black Sea Petroleum refinery (refinery), the first full-cycle refinery in Georgia and is expected to reduce the country's dependence on oil imports.

According to LSEG and a trader, on October 6, 2025 the tanker Kayseri delivered 105,340 metric tons of Siberian Light crude oil from the Russian Black Sea port of Novorossiysk to the Kulevi oil terminal. Black Sea Petroleum, which operates an oil refinery near the Georgian Kulevi terminal, announced it would stop processing Russian crude starting in August-September, amid growing scrutiny of its operations and accusations that it helped Russia circumvent international sanctions.
