The FIA has lifted restrictions on the participation of citizens of Russia and Belarus in international motorsports competitions. These provisions were in place since March 2022 as emergency measures in response to Russia's invasion of Ukraine and were reviewed in February 2023, although the FIA never imposed a full ban on these drivers, competitors or officials, who were instead allowed to compete under the "FIA flag". However, a letter published by the FIA's legal department on 13 August stated that the aforementioned previously adopted emergency measures would be lifted.
