Because Russia and Belarus are not complying with the provisions of the so-called BRELL contract, it has been "dead" for a while, said Rokas Masiulis, CEO of Litgrid, the Lithuanian electricity transmission system operator. Lithuania's Litgrid, Latvia's AST and Estonia's Elering "notified the Russian and Belarusian operators of the non-renewal of the BRELL agreement, which expires in February 2025," according to a press release from the Lithuanian TSO.
